
Amid the challenges posed by an aging population, rising chronic diseases, and accelerating digital transformation, healthcare quality management is facing unprecedented pressures. Once again taking the lead in medical innovation, Chi Mei Medical Center, operated by the Chi Mei Medical Foundation, officially obtained ISO 7101 certification—the world’s first international standard dedicated to healthcare quality management—in July this year. It is now the first medical center in Taiwan to achieve this milestone, marking a new chapter in aligning Taiwan’s healthcare quality with international standards.
ISO 7101, launched in 2023 by the International Organization for Standardization (ISO), is a quality management system specifically designed for healthcare organizations. Built on the core principles of ISO 9001, the framework centers on patient safety, care quality, and patient experience. It spans seven key dimensions: leadership and governance, clinical operations, patient engagement, risk management, human resources, information security, and infection control—aiming to establish a truly “people-centered” care system.
Hung-Jung Lin, Superintendent of Chi Mei Hospital, emphasized that the true value of ISO 7101 lies not only in setting up systems and standards, but also in strengthening clinical risk management, enhancing doctor-patient communication, bolstering cybersecurity resilience, and improving staff well-being. “Chi Mei Hospital has always been patient-centered,” said Lin. “Adopting international standards is not about checking boxes—it’s about internalizing quality management as part of our organizational culture, so that safety and trust become tangible experiences for every patient.”
Bob-Yu Bao, Vice President of SGS Taiwan—the certifying body—remarked that ISO 7101 helps hospitals evolve from “compliant systems” to “quality excellence.” He added that it provides the global healthcare sector with a shared language and practical blueprint for implementation, symbolizing yet another step forward in Taiwan’s integration with the international healthcare community.
Since being accredited as a medical center in 2000, Chi Mei Hospital has passed the national medical center accreditation six consecutive times, each with top honors. The adoption of ISO 7101 represents a major leap in quality management, underscoring the hospital’s unwavering commitment to patient safety, staff welfare, and sustainable operations. Going forward, the hospital will continue to undergo annual audits by SGS, reinforcing internal system integration, eliminating redundant processes, and enhancing efficiency—truly embodying the vision of “quality as a daily practice.”
