Exclusive Interview with Mobisnet Technology: MIT Medical Robots Target the Smart Care Market

Entering the era of smart healthcare, what kind of enterprise can truly deliver flexible, clinically relevant solutions to medical institutions? The answer might surprise you — a software company originally focused on developing government tax systems.

Mobisnet Technology began by building portals for the National Taxation Bureau, spanning tax affairs, website construction, data calculations, and information integration. Their experience integrating tax, household registration, and land administration systems laid a solid foundation for their later entry into healthcare and long-term care systems, providing strong data processing and system integration capabilities.

“We never imagined we’d end up in healthcare,” recalled San-Ying Liao, Mobisnet’s Vice General Manager. Their first healthcare project was developing a discharge-to-home medical system for Chiayi Hospital. This opportunity allowed Mobisnet to get up close with clinical workflows and care details, gaining a deep understanding of nurses’ “three shifts per day” work rhythms. “We really followed clinical staff through shifts and cases—morning and evening shifts—only then could we build a system that truly fits clinical needs.”

Mobisnet subsequently secured projects including a 300-bed private residential long-term care institution system and a nursing home affiliated with a regional hospital. Through these, they discovered fundamental differences in processes and needs between hospital-affiliated and independent institutions, prompting the development of flexible, modular, and customizable system designs.

From Taxation to Long-Term Care: A Veteran’s Transformational Breakthrough

Building on their expertise in data integration, Mobisnet applies meticulous data architecture design to long-term care and medical systems. “Many of our features are designed with detail to enable future big data applications and cross-system integration,” Liao explained.

This “expert system” approach stems from the training of their Technical Director, General Manager Huan-Chang Yeh, who studied under civil engineering professor and current Taoyuan Mayor San-Cheng Chang at National Taiwan University. Yeh is one of Taiwan’s pioneers in introducing expert system technology. “This gives our system’s logic and parameterized design a deeper level than other vendors.”

Mobisnet’s integration capabilities have earned high praise from hospitals. “We can connect nursing homes and hospitals’ medications, charges, billing, and out-of-pocket items seamlessly, even enabling smooth case data transfer when patients move from nursing homes to home care. Data syncs automatically.” To date, Mobisnet’s system supports tens of millions of care records and has implemented AI-generated care plans, reducing nurses’ documentation burden.

Four-in-One Smart Care System: Taiwan’s Version of Care as a Service

“Currently, across Taiwan, we’re the only company with a fully integrated system covering residential care, daycare, home nursing, and home care,” Liao stated frankly. This comprehensive system supports every stage of elderly care—from hospital discharge to admission, returning home, daytime care, and home-based care—realizing true “continuity of care.”

This has become Mobisnet’s greatest strength, combining modular system development with rapid customization according to diverse client needs. For example, even among daycare centers, nursing workflows and evaluation items can vary significantly due to different clinical cultures. Mobisnet’s flexible design can fully accommodate these differences.

These rich care records also provide a crucial foundation for AI development. “Our current AI functionality analyzes patient condition, medication, nutrition, and disease data over the past six months, combined with GPT’s external literature knowledge, to generate care records and recommendations for clinical staff review and adjustment.” This not only saves manpower but also enhances care quality and medical decision-making efficiency.

Disappointed with Foreign Robot Limitations, Committed to Creating MIT-Branded Robots

Mobisnet’s transition to hardware began amid the COVID-19 crisis. At the end of 2018, they became agent for Israel’s TEMI robot and spent a year integrating software. When the pandemic hit in 2019, the robot quickly became a key tool for epidemic prevention—used for temperature measurement, medicine delivery, and teleconsultation.

However, Liao said, “We found foreign hardware couldn’t be modified; customers wanted it taller, heavier, or customized, but that wasn’t possible. So we decided to build our own.” Mobisnet launched an independent robot development plan to create 100% MIT robots, designing the appearance and modules themselves, assembling with Taiwanese components, and integrating their own care system.

Embracing Digital Transformation: Emerging Role as Smart Hospital Planners

Looking toward the future of smart hospitals and home medical care, Mobisnet is already assisting multiple hospitals in planning intelligent service workflows for new campuses, including delivery robots, guide robots, surgical instrument transport, and integrating electronic medical records, medication information, and AI alerts.

“We want to be planners of smart hospitals, not just robot sellers,” said Liao. “Robots are not just functional devices—they’re part of the smart hospital ecosystem. Beyond products, Mobisnet extends its reach starting from planning, targeting future hospital transformation trends, serving as planners to help hospitals intelligently design the flow of people, logistics, and equipment. That’s where integration value lies.”
