AI “New Ten Major Infrastructure Projects” Launched with NT$30 Billion in First-Year Funding
2025-09-11

The Executive Yuan is rolling out its “AI New Ten Major Infrastructure Projects” across three key areas, with Premier CHO JUNG TAI announcing on the 28th that this initiative marks a major push to accelerate Taiwan’s industrial digital transformation. More than NT$30 billion has already been earmarked in the central government’s 2026 budget as the first-year execution fund.

Speaking at the launch ceremony of the “Startup Blossom Project,” co-hosted by the National Development Council (NDC) and the Taiwan Venture Capital Association, CHO emphasized that Taiwan aims to position its software design sector as a leader in the new era. He noted that the initiative will drive the development of critical technologies, including silicon photonics, quantum computing, robotics, and unmanned vehicles, as well as digital data governance and talent cultivation.

“We will attract hundreds of billions of dollars in new investment to strengthen Taiwan’s sovereign AI and enhance our computing power infrastructure,” CHO said. With joint planning from the NDC and the National Science and Technology Council (NSTC), the AI infrastructure blueprint sets the nation’s development priorities and direction, guiding entrepreneurs, innovators, and Taiwan’s younger generation in pursuing the next wave of startup miracles.

“The entrepreneurial miracles of the future will no longer be traditional industrial miracles—they will belong to AI, software, intelligence, and automation, representing a sweeping transformation,” CHO added. He stressed the government’s commitment to integrating talent, technology, capital, regulations, markets, and international linkages to continue building Taiwan into an AI-driven technology island, showcasing its technological strength to the world.

According to officials, the first-year budget of over NT$30 billion will mainly focus on equipment procurement. For example, the NSTC will acquire quantum computers and related infrastructure as part of the plan to establish three national-level laboratories dedicated to silicon photonics, quantum computing, and smart robotics, along with a national quantum research lab. Due to the unique measurement methods and massive data transmission demands of silicon photonics, new modules and equipment will be required for its platforms.

Additional major expenditures will go toward sovereign AI computing infrastructure, hardware for building Taiwan’s sovereign AI training corpus, and AI-related equipment for industrial laboratories proposed by the Ministry of Economic Affairs—all expected to generate significant procurement demand.
