Taiwan’s Top Medical Experts Impress Dubai, Meet DHA to Explore Collaboration Models

The IBMI business delegation in Dubai focused on cooperation with Middle Eastern healthcare institutions on Wednesday, September 10. The day began with a breakfast meeting with the Dubai Health Authority (DHA), the central agency overseeing Dubai’s healthcare policies. DHA manages multiple major public hospitals and actively promotes Dubai as a leading hub for medical innovation and medical tourism in the Middle East and globally.

During the meeting, Dr. Osama El Hassa, representing DHA, highlighted the Dubai Health Experience (DHX), which handles international medical services and cross-border patient referrals. Several Taiwanese medical experts shared Taiwan’s high-quality healthcare achievements, impressing Dr. Osama, who immediately requested IBMI to arrange follow-up discussions between Taiwan representatives and DHA officials responsible for international medical affairs. Later, Deputy Director Wui-Chiang Lee from Taipei Veterans General Hospital met with DHA officials, including Mohamed Al Mheiri, to discuss patient referral pathways to Taiwan and potential collaboration models. This exchange established a trusted channel and opened the possibility for practical cooperation, positioning Taiwan’s specialized medical expertise—such as cell therapy and cancer treatment—as options for patients in Dubai and the broader Middle East.

Visiting Leading Middle Eastern Healthcare and Educational Institutions

The delegation subsequently visited Dubai Health (MBRU) and Fakeeh University Hospital to gain insights into the regional healthcare landscape and development needs.

  • Dubai Health Group oversees six hospitals, 26 medical centers, Mohammed Bin Rashid University of Medicine and Health Sciences (MBRU), and a foundation. Its research spans precision oncology, genomics, reproductive medicine, and cell and molecular studies. The group has completed genomic data collection for the UAE population, laying the groundwork for precision medicine and clinical applications, offering high potential for technical exchange and clinical collaboration with Taiwan.

  • Fakeeh University Hospital, part of Saudi Arabia’s Fakeeh Care Group, was among the first hospitals in Dubai to join the smart healthcare network. It actively develops international medical services, serving patients from Nigeria, Kenya, Oman, and GCC countries, becoming a regional hub for cross-border healthcare. The hospital has shown strong interest in smart healthcare and AI technologies and looks forward to collaborating with Taiwan to advance international medical cooperation and bidirectional patient referral models.

B2B Matching Boosts Taiwan-Middle East Business Deals

In addition to institutional visits, the delegation achieved notable success in B2B matchmaking. IBMI arranged meetings for FaceHeart with government organizations in Abu Dhabi, Dubai, and Saudi Arabia to promote non-contact physiological measurement technology for smart city and healthcare applications, initiating preliminary integration and testing. During the trip, FaceHeart signed orders worth several hundred thousand U.S. dollars with Middle Eastern agents, expanding its presence in the public healthcare market. The company also attracted proactive engagement from international tech giants at the exhibition, demonstrating strong regional demand for digital health solutions.
