Taichung Municipal Hospital Begins Trial Operations with Medical Center-Level Care and Affordable Registration Fees

Taichung City’s first municipal hospital, Taichung City Elderly Rehabilitation General Hospital, constructed under a BOT model by China Medical University, officially began trial operations today (24th). Offering medical center-level care, the hospital has simultaneously launched internal medicine, surgery, obstetrics and gynecology, pediatrics, and emergency services, along with long-term care, nursing, and dementia treatment. Registration fees are kept affordable, and six plus one community shuttle routes have been established to serve patients. On the first day, several clinics already recorded dozens of registrations, with some patients preparing for inpatient care, and the operating rooms are ready for surgeries.

The hospital emphasizes medical center-level standards, with plans to gradually open 38 specialties. Hospital Director Kuan-Cheng Chang noted that first-day patients are all new cases, requiring completion of basic intake procedures, with hospital volunteers providing nearly one-on-one assistance.

The hospital campus is divided into the Northern Comprehensive Medical Zone and the Southern Smart Rehabilitation & Long-Term Care Zone, covering high-prevalence elderly conditions such as cardiac, neurological, and oncological diseases. The hospital has 120 full-time physicians recruited from major medical centers, and over a hundred dedicated nurses across outpatient, inpatient, and emergency services. Specialist nurses, anesthesia nurses, and operating room nurses are all in place.

Chang highlighted that the hospital has established ten integrated medical centers under the concept of “Brain Rescue, Heart Rescue, Life Rescue, and Emergency Rescue.” The northern zone will offer 50 acute care beds, while the southern zone provides day-care long-term care services and residential long-term care units, opening with 20 long-term care beds and 20 rehabilitation beds. Currently, 30% of the southern long-term care and rehabilitation beds have already been reserved.

Built and operated under a 50-year BOT contract by China Medical University, the hospital initially offers internal medicine, surgery, obstetrics and gynecology, pediatrics, and emergency specialties. The medical team includes multiple experts with deputy hospital director-level experience from medical centers, covering neurosurgery, cardiology, orthopedics, plastic surgery, and rehabilitation, strengthening the hospital’s capacity for critical and complex care as well as rehabilitation. Otorhinolaryngology specialties—including ophthalmology, ENT, and dermatology—are scheduled to open gradually after October.

The hospital’s two main campuses provide complementary services: the Northern Comprehensive Medical Zone focuses on acute and critical care, with dedicated centers for emergency, intensive care, cardiology, neurology, and oncology, while also establishing a maternal and child center covering prenatal care, pediatric development, and adolescent mental health. The Southern Smart Rehabilitation & Long-Term Care Zone emphasizes integrated rehabilitation and long-term care services, forming a comprehensive system for elderly and high-risk patients.
